The New Jersey Housing and Mortgage Finance Agency (HMFA) offers a number of below market-rate mortgage programs for low- to moderate-income home buyers, first time home buyers and buyers purchasing in designated urban target areas. The Agency also provides construction and/or permanent financing to developer's of affordable housing. HMFA loans are funded through the sale of taxable or tax-exempt bonds.
